The Making Tax Digital initiative will mean you have to go through a software provider in future to file. So far it looks like these providers will all be commercial companies. Some may offer free products but its not guaranteed. Also their software will be proprietary, there are no open source providers (yet?)
Making Tax Digital, Free and Open
This is a new place for discussing the UK government's Making Tax Digital (MTD) initiative. In particular how we as a community can continue to file our taxes freely in terms of both:
- Avoiding high fees and vendor lock-in to commercial software
- Maintaining user freedoms with free and open source software
We are starting some 'wiki' posts that will answer the main questions and be continually updated from your comments:

Our banner is in the public domain and titled "G. Reisch, Margarita philosophica" from the Wellcome Collection (source) It's a medieval illustration showing a woman sitting at a counting table and a man at another table using an abacus.
So... we're moving towards an american based system where we have to file our own tax returns now? This is a regression right?
I think the comparison with America could be right!
If your income is above 100k you need to file taxes as well
Which you could do on the HMRC website for free. I understand thats digital...
...but you can only file that way if the income is NOT from being a sole trader and NOT from property (like rental income) AND is below the thresholds (£50k in 2026, £30k in 2027, £20k in 2028) so far as I understand.
I was able to in the past, and I didn't meet those requirements.
Yes, that method will stay open under these new rules if a person doesn't meet the requirements. They are targeting specific kinds of income it seems.
If you're PAYE, this is not really an issue, and if you're a large enough company to have salaried accountants/finance/payroll people, it's not an issue.
It's mainly a problem for the several million self-employed & small business owners.
Note that I mean "small business" like "a couple who own and run a small shop" or "a tradesperson with one employee" - not the government's definition of small business of "£10,000,000 a year and 50 employees".
right, I did a bit of reading on it, and it's just a new system that requires to file your reciepts digitally and more often if you're a business owner
Sort of, but it's a lot more than that - it's not just digitally - we already do that, and have been able to for a decade or so, through the HMRC tax website.
The change is that they're removing the option to file your taxes directly in this way (through the government's HMRC website) and forcing you to instead buy/subscribe/register with unnecessary commercial software, to allow you to pay your taxes. HMRC have not developed their own software to allow you to do this safely and freely.
Essentially this means you now have to pay extra money, or allow all your personal and financial data to be resused and sold on to 3rd parties, to be allowed to submit a tax return and pay your taxes.
oh right, thanks for that -- hence the need for a FOSS solution
Is this something we can petition the government for, or do we have to develop one ourselves? Is there a spec sheet?
It was originally planned/trialled during the recent Tory era, so a lot of the petitioning etc was back then (and appeared to achieve... not a lot).
It was previously (last few years) just running for larger companies (who likely had accountants or already used advanced, paid accounting & payroll software) - the reason it's an issue now, is they're dropping the threshold on who uses the new system, to include lower-income small businesses, charitable projects, self-employed, sole traders etc - people who traditionally did their own tax returns, and sent them directly to HMRC.
There's still time to petition or write to MPs about how it's being implemented, but there's also the option of writing new software (or modifying existing software).
The spec for how it all works IS available, and has been for a few years.
There's a publicly available API on github and a bit of info scattered about the dotgov website - in theory, it's the bit to tell you how to connect/send this to HMRC from whatever your program is.
github.com/co-cddo/api-catalogue
github.com/hmrc/mtd-api (I think this is the one for the non-VAT Making Tax Digital, which is what we're looking for)
github.com/hmrc/vat-api (This is, I think, the one for the VAT Making Tax Digital, which is currently being used)
There's likely some more documentation somewhere. What's lacking is showing you what the actual tax returns questions are for those filling in a return.
oh wow this is messy.... I really hope the government shares all the actual required information in good time.
Or someone makes a fake payroll company, gets the info, and then leaks it all over the net
Yes my apologies, this only affects certain people/businesses who are required to submit tax returns, not everyone which I guess was your original question. Might have to add more explanation to our sidebar about who this impacts. Though note that it's not businesses only and if you circumstances change in future it could affect you:
The changes are expected apply to a wide range of taxpayers, including most businesses, micro-businesses, self-employed people and landlords, as well as individual taxpayers.
