My understanding is this was done for content, not for real world use.
I had the same reaction and I just poked at their YouTube channel. They have cameras for side, front and rear view, and they had a Sheriff check the entire build for safety and compliance. I'm not sure how safe it is overall, but it's safer than it looks.
Generally, it doesn't take a lot to make a vehicle road legal, depending on where it's registered. The basic requirements for a vehicle to be road legal in the US are:
On the outside of your car, street legal requirements include ground clearance, emission control systems, tires, brakes, bumpers, license plate, lights, hood, and windshields.
On the inside of your car, street legal requirements include seat belts, steering wheel, horn, and rearview mirror.
Different states have different specific requirements but the above requirements are generally country wide.
