Not even badposting now, the reason cops historically ignore this issue is that its often white, chud, and petit bourgeois. If lots of poor black people were modding their bike, there would be public campaigns and mandatory minimum prison sentences.

Ever had a really shitty bit idea? Joke you want to take way past the point of where it was funny? Want to feel like a stand-up comedy guy who's been bombing a set for the past 30 minutes straight and at this point is just saying shit to see if people react to it? Really bad pun? A homemade cringe concoction? A cognitohazard that you have birthed into this world and have an urge to spread like chain mail?

why punish when we can simply solve the problem at it's root? clearly they can't hear their vehicle enough so we can simply surgically install extra sensitive hear aids into their ears allowing to hear loud vehicles everywhere without effecting anyone else.
when i used to live in a walkable city (university i miss you so much 
) i used to go on unhinged rants about how i should have the legal right to pull out a heavy machine gun and eviscerate these "people" revving modified engines in residential areas while walking and talking on the phone lol
Deathpenalty is only for people that wanna make exeptions to the Abolishment of the Death Penalty . But they only get Mock exectuted since it is abolished and so they learn naturly that is ablosiment is a good thing. . People making their cars louder need to Sleep in the Middle of a Roundabout for a month..
Not a bad take
Force them to live in as a hermit in a loghouse and make them work with pay by performance without headphones or earplugs and once are settled in and happy, make loud vehicle noises while screaming yeeehuuuu with incessant honking 
outside their house when they are out trying to sleep or working. Be inconsistent so they freak out everytime and keep anticipating the next one.
Lock them all in one town together and let them annoy each other
they get a life penalty, where they have to live unnaturally long lifespans to the point where they're driven to insanity
It would be really funny if someone tracked their vehicles to a residence, and then flew a drone-mounted speaker to that residence to play engine revving sounds at 100 dB at 3 AM.
All the neighbors would suspect the carbrain.
