Looking for a bookmarking app which is not self hosted, online, community focused, etc, just a simple program.

Which is able to import/export bookmarks and move them around if needed. Anyone uses something like this? Preferably on windows. (Something like the old linkman, which is really dated.)

I've never used myself so much, but have you tried Buku? https://github.com/jarun/buku
