Russia plans to recruit 420,000 military contract personnel by the end of the year, likely exacerbating the country's labor shortage, the U.K. Defense Ministry said in its intelligence report on Sept. 11.

The Kremlin has acknowledged the crucial role of the I.T. sector. Russian President Vladimir Putin signed a decree on Sept. 4 to increase the military service exemption age for I.T. professionals from 27 to 30.

For what it's worth, Russia is going to get a huge generations of people getting into programming right now.

Should we be reading "foreign mercenaries" or "conscription rally"?

I am guessing conscription because otherwise it's going to go something like this.

Step 1: Recruit mercenaries from all over the world(most of which have warmer climates than Russia).
Step 2: Russian winter.
Step 3: ???
Step 4: Profit??

At that number I guess people in jail should be worried.

And regular people should then be worried how many more people will get put into jail.
