Going to repost a comment I made on another post, since it seems like people are misunderstanding the situation:

My understanding was that this game was not covered by the strike, and so the voice actors decided to withhold their work for essentially no reason and with zero union protection. I saw on another article that the voice actors involved knew that the game was not covered by the strike and decided to strike anyways. I'm not entirely sure what they expected.

I'm not saying that the union or Mihoyo are bad, but this issue seems to stem from something else entirely (individual voice actors going rogue and doing an unofficial strike)

Didn't know why the voice where missing from quite some time, but now I know. Kinda a mess up thing to replace people art with machine. And it only going to get worse as IA get better at spewing "art".

I guess the power of saying no to this kind of practice is to the consumer. Great timing for me as a was losing interest in the game, won't be spending anymore money in the game until they rollback this mess.

Hoyo has been hurting from these strikes, especially as they only affect some of the studios that they employ for voice acting. I have seen numerous and repeated calls to replace the voice actors because some characters are voiced now and some aren't.

So I'm not surprised that after months and months, they finally decided to just move on with studios that are still taking work.

I absolutely think that it's unethical to use someone's voice work to produce a replacement for them without their consent and appropriate compensation. And from that article, it sounds like Hoyo agrees with me.
