They're also predicting that it will save $2 trillion, and then sending out 20% of that, presumably keeping the rest or giving it to their friends. Paying down the debt is definitely not what they plan to do with the rest.

The possibility that everything is still functioning well enough for it to be realistic to follow through on this plan, even if at this point they are being honest about intending to, is at most in the single digit percentages. Probably lower.
