Not sure, but gifs are much larger in size than mp4. Probably too reduce storage and bandwidth to serve them.

The posts that you seen the gifs were they by someone on another instance? Lemmy.world might do a conversion when uploading to them.
Have you uploaded the gif directly to the post?
Maybe try to upload the gif to Imgur and then copy the url?
How the server stores, the webm picture format is annoying me, I miss jpeg
