Nah, after reading the article, I just think its a poorly made meme. They should've used the picture of the gun drill, not the tornado drill. The mats are technically dual purpose.
Edit to add clarification:
Many who have been in a tornado drill will look at this and see it as a tornado drill, invalidating the message in their minds - just as happened to me.
