Just wondering because I'm not sure yet myself. I've read that many of the core mechanics would be updated/changed even in the base game. Because of that I'm thinking about starting from the beginning.

Yep I will. I want to try all the new content they apparently added + the new perk tree and cyberpsychosis with a brand new character.
