Is hard to tell since the image has been downscaled but I would bet on it yes, afaik older ai models had troubles creating clear details especially from crazy unreal things. This guy has some strange beard lights the necklace is confusing and his hair looks like kinda coming from other image.

To me this looks like a close-up photo of a male doll/statue with photoshopped in Worf's face with a bad final compression or quality being fucked up by site where file was originally uploaded

Doing reverse image search on this one (at least on my end) doesn't show anything beside collectibles from Castelvania, DMC and "original" insta post from 6 weeks ago
