The internal records include guidance for agency personnel and emails — but there is little or no evidence of adequate rules to protect Americans’ privacy rights.

What a meaningless and ridiculous thing to highlight. This article feels like a joke, honestly. Y'all ever heard of Snowden? Or the US PATRIOT Act?
