That's the only thing that matters to the city. A speed camera slows down the 5% of people that actually see it for about 100', and the rest blithely speed on by until they get a ticket 3 weeks later. And no demerits are issued.

Build calming measures but that doesn't generate revenue, so they won't. They'll just keep putting up cameras, or rather subletting the fines to a camera company that takes a cut and pays for the cameras.
