Because they need to, their position is utterly incapable of delivering anything they promise. Right wing policy can only make things worse for everyone who isn't already ultra wealthy, so they need to keep rebranding the exact same "more tax cuts for the rich and fewer labour and environmental laws" thing because if they don't, even the CHUDs would eventually catch on that the people promising them to "fix" things are only making things worse.

I mean, on an individual level absolutely. But there's a definite ebb and flow to the relevance of this framing within national politics. Last time it was big was the Tea Party bullshit about 15-20 years ago, and the time before that was the Clintonite Third Way and Ross Perot's Reform party about 15 years or so before that.
