The loser used the chad flag by mistake, I think it was on some social media.
But I still don't get the joke?
Are you sure? It's literally the same flag, just with a slightly different dark blue (by official standards).
You are right the two flags are basically identical, however the blue is darker on the chad flag:

Considering the blue is VERY dark on the flag used, it's fair to say it's clearly more Chad than Romania.
However the OP picture is probably supposed to be the Romanian flag, so not a joke on that incident, although by comparison to Moldova it does look like the flag of Chad was used again.
But rather that Romania and Moldova prevented a fascist president, and USA didn't.
