You are also trying to apply criminal law requirements to immigration which don’t require a grand jury at all.

There’s a solid source on why you might not want to join a violent gang, like in beyond just the general because you aren’t a piece of shit.

Real world experience. Same reason I don’t assume when I hear a duck that it’s a horse. Maybe it ends up being a horse, never happened yet.
