Yes what you are saying would work for domestic audiences... manufacturing consent. But the context here is trying to make China and Russia fight each other if I am not mistaken (tired and sleepy). Wouldn't work for that i don't think.

Yes it wouldn't matter in the case of Russia who was recently taught not to trust western media and China which is largely protected from it for decades. Though they might be overestimating their propaganda capability since it very often succeeded before, like in the case of entire Eastern Block where western cultural assault and penetration did very much to turn the peoples of socialist countries against socialism.
