Is Europe able to do a poll in all countries? Let's consider digital signing tools, in Italy we have a couple of them, CIE (the electronic version of the identity card) and SPID. Do all EU members have something similar? Can it be used to do a poll and see how many people agree with the recent proposed defense spending review?

Will "it would've been way cheaper if they hadn't ignored every single wake-up call in the last 10 years and started investing in defense earlier but it still needs to get fucking done and FAST or there won't be a democracy with polls anymore and your precious money is taken by Russian occupiers" be an option in that poll?
Yes, it coul be an option, it's a poll to see what Europeans think about it, my idea doesn't have to be yours
Europe -or any continent or country- is able to introduce a higher degree of direct democracy and participation if there is political will. The technology has long been there, see, for example, here: https://democracy-technologies.org/.
