1969 at the latest, but probably a lot earlier. Maybe the Guilded Age and failed reconstruction circa 1870? That resulted in East India Company II: Banana Boogaloo around 1900, which is the time period I think of regarding the US becoming increasingly dependent on manipulating foreign resources. Still, there are earlier examples of questionable choices, too.
