If you were an "intel analyst", you'd know that Ukraine's Western support would cease the second they're starting to attack non-military targets, especially in Moscow.

Moscow is harder to hit because it is likely defended. Go for just as valuable targets that are less defended

They've surrounded themselves with people that only tell them what they want to hear

Kind of hard to deny constant explosions going off in full view even if some of them are being intercepted
