I am fairly sure that would have killed Voyager before the pilot was even wrapped.

Edit: If the show did go on, crew suicide rates would have been astronomical and part of the running story line. I can't imagine that having the Dr. as a morale officer would have been in the best interests of the crews mental health. /s, but kinda not /s.
