MEGAsizeGPU is a reliable insider for GPU board partners

Basically (if what he is reporting is true), a "small" batch of GB202 dies are defective and have 168 ROPs rather than the expected 176 ROPs. This impacts all add in board partners including the founders edition, but the number of defective GPUs is unknown. It CANNOT be fixed via a BIOS update, it is a hardware defect
