AMS2 is on sale right now, for me that brings it to 90% off and 4 USD, a record low. This is a ton of content for the price, and I would highly recommend trying it.

It also had a small update today: https://forum.reizastudios.com/threads/automobilista-2-v1-6-5-released.35255/. A bigger content update is expected next month.

Are there any dirt or rally tracks in the base game?

Base game, no. The Adrenaline Pack Pt 1 DLC has rallycross tracks, a few dirt circuits, and a few classes of cars for these.
