That's a real thing, before productive forces are developed you can't fulfill everyone's needs (beyond very basic ones). So instead you reward the ones who work the most by allocating more resources to them.
I mean, the actual quote is "from each according to their ability, to each according to their needs"
TIL: they're actually different ways to say it.
Note, they are different in meaning, too. "To each according to their work" regards early stages of communism, and "to each according to their need" is achieved during a successful transition to complete communism.
