Production capacity is expected to increase from the current 20,000 shells to 150,000–180,000 large-caliber shells annually.

Its a good start, but won't be enough on its own.

According to War on the Rocks, Russia has been producing 250,000 shells per MONTH.

Yeah, seems small, but then again Poland is not consuming said 250k monthly on a battlefield, so my guess would be its a calculation of how much is needed for the storage vs to be sent to Ukraine in cooperation with other EU countries establishing new production lines and Ukrains own production. Also theres the rough assessment of Russia needing about 4 shells per one western due to their lack of precison. And finally, thats still prep for the last/current war. With new counter drone rapid attack tactics its not obvious if such massive ammunition stockpiles will be as crucial as they are now. Already Ukrainians forced by supply issues are using drones in place of what would be arty fires normally. As drone autonomy tech develops this might become obsolete in a few years.
