It makes less sense here, but the implication is that the wearer is going to engage in fellatio.

the implication is that you are so good at X that things that would be affected by X cower in fear when they see you, that you basically have a reputation for that specific thing

in the case of wings, its that you are so prolific at wing eating that other wings are scared when they see you

in the case of unsucked penises, the implication is that they won't be unsucked for long
